The PGCertT program is needed to provide the means by which people in training or teaching positions can acquire knowledge of theories of learning and best practices for effective teaching. Many government and non-government agencies provide in-house training sessions for their employees. While the trainers may have content knowledge and years of excellent workplace experience, they will benefit from the PGCertT program to acquire knowledge and skills of the teaching profession. The program aligns with Government interests in human resource development.

Papua New Guinea has a national plan titled Vision 2050 (Government of PNG, 2009) which provides a framework for PNG to be a 'smart, wise, fair and happy society by 2050'. The PGCertT aligns with national goals as set out in Vision 2050. The plan has seven pillars. Two pillars of particular relevance tot his program are pillar one: human capital development, gender, youth and people empowerment, and pillar three: institutional development and service delivery.

The PNG medium term development plan 2011-2015 (Department of National Planning and Monitoring, 2010) highlights the importance of investing in education for the future prosperity of this nation. The PGCertT contributes to the goals of the Plan by providing the means by which people in teaching or training positions without a teaching qualification, can gain the essential knowledge and skills of teaching.

PNG Development Strategic Plan 2010-2030 (Government of Papua New Guinea, 2010) argues that higher education is crucial for supplying the skilled workforce that is required for the country's development and that no nation has become prosperous without developing a highly skilled workforce.

The PNG Universities' Review Report (Namaliu & Garnaut, 2010:13) expressed concern about quality of educational experiences that students receive. They concluded that some courses are not taught to an adequate standard. These comments justify this PGCertT program for capacity development of people in teaching or training positions without a teaching qualification.
